The word that decides the code is perpetual: software licensed indefinitely is a product and lives in the 7 series, while software licensed for a term is a service and lives in DA10. End-user productivity software is excluded and belongs to 7E20.

Then two registrations that share a name: Software Publishers (511210) at $2.3 billion and 513210, also Software Publishers, at $640 million. The 2022 NAICS revision moved software publishing from 511210 to 513210, and federal data carries both, so the true publisher share is closer to the sum. 541512 adds $512 million and 541511 another $170 million.
