PSC vs NAICS: which code does what
A Product Service Code describes what the government is buying. A NAICS code describes the industry of the company selling it. Every federal contract action carries both, and they are assigned by different people for different reasons.
You choose your NAICS codes yourself when you register in SAM.gov, and the NAICS code on a solicitation sets your SBA size standard and therefore whether you can bid the set-aside. The contracting officer assigns the PSC per award, and it is the field the government itself uses to report and analyze what it bought.
The practical consequence: PSCs and NAICS codes do not map one to one. A single PSC is solicited under many NAICS codes, and one NAICS code shows up under dozens of PSCs. A vendor who builds opportunity searches on NAICS alone misses everything filed under a service code they never watch, which is most of the market for services work.
Structure is four characters. Services start with a letter (R for professional and management support, D for IT services, A for research and development). Products use four digits grouped into Federal Supply Classes. The first character is the family, and the families are how the sections below are organized.
R - Professional, Administrative, and Management Support Services

PSC R425 carried $33.2B in FY2025 federal obligations, making it one of the largest services codes in government. See which NAICS codes win R425 work and who buys it.
Support (Professional): Other
PSC R499 moved $27.0 billion in FY2025 obligations as the catch-all of the R4 professional support series. See the NAICS codes behind the money.
Support (Professional): Program Management/Support
PSC R408 covers federal program management support and drew $9.0 billion in FY2025 obligations. See its top NAICS codes and the two codes it excludes.
Support (Management): Logistics Support
PSC R706 carried $6.5 billion in FY2025 federal logistics support obligations. The top NAICS is not the logistics consulting code, and that matters for search.
Support (Administrative): Other
PSC R699 took $3.4 billion in FY2025 as the residual code of the R6 administrative series. Its NAICS mix is the flattest of any billion-dollar service code.
Support (Management): Other
PSC R799 absorbed $3.0 billion in FY2025 as the residual of the R7 management series, which has named codes for coin minting but not for general program management.
Support (Management): Financial
PSC R710 covers federal financial support services including credit card services, with $2.3 billion obligated in FY2025. One NAICS code takes 61 percent of it.
Support (Management): Advertising
PSC R701 carried $1.49 billion in FY2025 federal advertising obligations. Advertising agencies take the majority, but the third-largest NAICS is engineering services.
Support (Management): Contract/Procurement/Acquisition Support
PSC R707 covers federal acquisition support and obligated $1.16 billion in FY2025. Its top NAICS is a research code, not a consulting code.
Support (Management): Auditing
PSC R704 covers federal audit services with $1.12 billion obligated in FY2025. It has the cleanest PSC-to-NAICS mapping of any large services code.
Support (Professional): Physical Security and Badging
PSC R430 covers federal guard and badging services with $1.01 billion obligated in FY2025. Guard services take 87 percent of the code.
Support (Management): Data Collection
PSC R702 covers federal data collection services with $979 million obligated in FY2025. The manual excludes surveys and public opinion research from it.
Support (Professional): Program Evaluation/Review/Development
PSC R410 covers federal program evaluation and review with $844 million obligated in FY2025. It is defined mainly by what it excludes.
Support (Administrative): Mailing/Distribution
PSC R604 covers federal mailing and distribution services with $728 million obligated in FY2025. Pharmaceutical manufacturing is its third-largest NAICS.
D - Automatic Data Processing and Telecommunication Services

PSC DA01 is the largest federal IT services code, with $22.6 billion obligated in FY2025 for application development and support labor.
IT and Telecom: Business Application/Application Development Software as a Service
PSC DA10 covers federal business application SaaS and subscriptions, with $8.6 billion obligated in FY2025. Resellers, not publishers, take the largest share.
IT and Telecom: IT Management Support Services (Labor)
PSC DF01 covers federal enterprise architecture, IT financial management, and IT strategy support, with $4.6 billion obligated in FY2025.
IT and Telecom: Network Support Services (Labor)
PSC DG01 covers federal network support labor, including cell towers and outside plant cabling, with $3.0 billion obligated in FY2025.
IT and Telecom: Network: Satellite Communications and Telecom Access Services
PSC DG11 is the federal telecom access and usage billing code, with $2.4 billion obligated in FY2025 across satellite, cellular, internet, and landline service.
IT and Telecom: Service Delivery Support Services: ITSM, Operations Center, Project/PM (Labor)
PSC DD01 covers federal ITSM, operations center, and IT project management labor with $2.0 billion obligated in FY2025. Tier 1 and 2 help desk is excluded.
IT and Telecom: Other IT and Telecommunications (Legacy)
PSC D399 is a legacy IT code retired in the 2020 restructure that still moved $1.84 billion in FY2025 obligations. Here is what replaced it.
IT and Telecom: End User: Help Desk, Tier 1-2, Workspace, Print, Output, Productivity Tools (Labor)
PSC DE01 covers federal help desk and end-user support labor with $1.73 billion obligated in FY2025. Mobile device support is excluded and has its own code.
IT and Telecom: Security and Compliance Support Services (Labor)
PSC DJ01 covers federal cybersecurity and compliance support labor with $1.61 billion obligated in FY2025. Implementing security controls is explicitly excluded.
IT and Telecom: Network as a Service
PSC DG10 covers federal network delivered as a managed service or subscription, with $1.34 billion obligated in FY2025 including SDN and cloud network management.
IT and Telecom: IT Management as a Service
PSC DF10 covers federal IT management tools and services bought by subscription, with $1.15 billion obligated in FY2025 for EA, IT financial management, and strategy.
IT and Telecom: Integrated Hardware/Software/Services Solutions, Predominantly Services (Legacy)
PSC D318 is a retired legacy IT code for bundled solutions that still carried $1.09 billion in FY2025 obligations.
IT and Telecom: Compute as a Service: Mainframe/Servers
PSC DB10 covers federal compute delivered as a cloud service, with $962 million obligated in FY2025. It is the one code where the cloud infrastructure NAICS ranks first.
IT and Telecom: Data Center as a Service
PSC DC10 covers federal colocation and data center as a service, with $954 million obligated in FY2025. Systems integrators win more of it than colocation operators.
IT and Telecom: Telecommunications and Transmission (Legacy)
PSC D304 is a retired telecom services code that still moved $932 million in FY2025, most of it under an equally retired NAICS code.
IT and Telecom: End User as a Service: Help Desk, Tier 1-2, Workspace, Print, Output, Productivity Tools
PSC DE10 covers federal desktop as a service and end-user SaaS, with $799 million obligated in FY2025. It is the only code led by computer facilities management.

PSC DC01 covers federal data center support labor including smart hands and MDF closets, with $798 million obligated in FY2025.

PSC AC13 is the largest federal R&D code, with $9.2 billion obligated in FY2025 for DoD experimental development. Low-rate initial production is excluded.
National Defense R&D Services; Defense-Related Activities; Applied Research
PSC AC32 carried $7.3 billion in FY2025 applied research obligations, making it the second-largest R&D code despite covering a narrow budget subfunction.
National Defense R&D Services; Department of Defense - Military; Applied Research
PSC AC12 covers DoD applied research with $3.8 billion obligated in FY2025. It maps roughly to the 6.2 budget activity.
R&D: Other Research and Development (Basic Research) (Legacy)
PSC AZ11 is a retired catch-all R&D code that still moved $3.7 billion in FY2025, almost entirely under a NAICS code retired in 2012.

PSC 7A20 covers perpetually licensed federal developer tooling, with $1.37 billion obligated in FY2025. Its sibling 7A21 is more than five times larger.

PSC 7B22 covers federal server hardware and perpetually licensed server software, with $1.27 billion obligated in FY2025. Operating systems ride the hardware code.

PSC 7G21 covers federal digital network hardware including cellular infrastructure, with $909 million obligated in FY2025. Half of it goes to resellers.
