The manual is explicit that it covers both situations where the contractor is solely responsible for program management and situations where the contractor supports a government program manager, so a PMO staff-augmentation task and a turnkey program office both belong here. The exclusions are the useful part
R408 formally excludes two adjacent codes: program evaluation, review, and development (R410) and contract, procurement, and acquisition support (R707). If your scope is judging whether a program is working, that is R410. If your scope is helping the contracting shop award and administer, that is R707. Getting this wrong on a capture plan means watching the wrong feed for years.
Where the dollars land
Engineering services under 541330 took $2.5 billion, narrowly ahead of Administrative Management and General Management Consulting Services at $2.2B even though R408 is a management code. Computer systems design 541512 follows at $821 million, then 541990 at $574 million and 541690 at $554 million.
The PSC labels the requirement while the NAICS code labels the seller, and R408 is a case where the two disagree: the work is management, but the sellers register as engineers.
