PSC DF10 is DF01 delivered by subscription. The manual repeats the same scope, enterprise architecture, IT financial management, and IT strategy and planning, and then changes one thing: delivery as a service, by subscription, or by service contract, with term-licensed software included. Everything else, from architecture standardization to IT chargeback and spend management, is identical. FY2025 obligations were $1.15 billion.
A pure contract-shape distinction
