The manual repeats the same scope, enterprise architecture, IT financial management, and IT strategy and planning, and then changes one thing: delivery as a service, by subscription, or by service contract, with term-licensed software included. Everything else, from architecture standardization to IT chargeback and spend management, is identical. FY2025 obligations were $1.15 billion.
A pure contract-shape distinction
So the DF01 and DF10 split is about how the requirement is bought, not what is being bought. Two agencies buying the same enterprise architecture capability will land in different PSCs if one hires architects and the other subscribes to an EA platform with services attached.
