An unexpected leader
The top registration is not management consulting. $432 million went to vendors under 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), a NAICS code retired in the 2017 revision and still heavily used by federally funded research centers. Consulting 541611 follows at $237 million, then Engineering Services (541330) at $178 million, 541990 at $108 million, and 541690 at $41 million.
