PSC DG11 is where the government pays its telecom bills. The manual scopes it as telecom access and other usage billing services, naming satellite communications access, internet, cellular services, landline and telephone services, transport for data and voice network circuits, dedicated and virtual data networks, standard telephone call usage, and 800-number service. It is a consumption code, not an engineering code. FY2025 obligations reached $2.4 billion.
