PSC DG11 is where the government pays its telecom bills. The manual scopes it as telecom access and other usage billing services, naming satellite communications access, internet, cellular services, landline and telephone services, transport for data and voice network circuits, dedicated and virtual data networks, standard telephone call usage, and 800-number service. It is a consumption code, not an engineering code. FY2025 obligations reached $2.4 billion.

Carriers, resellers, and a NAICS revision artifact

517310, Telecommunications Resellers, led at $690 million. Then 517110, Wired Telecommunications Carriers, at $429 million, and 517410, Satellite Telecommunications, at $415 million. Positions four and five are where it gets instructive: Wired Telecommunications Carriers (517111) at $167 million and 517112 at $154 million. Codes 517110 and 517111 are the same industry under two vintages of the NAICS manual, split across awards written before and after the 2022 revision. Anyone building a market model on NAICS alone has to sum them.

PSC versus NAICS, in short

One code names the purchase, the other names the seller's industry; the 2022 NAICS revision means the seller's code can also change under a stable PSC.

Sell circuits or airtime and DG11 is your code. Sell network engineering and you want DG01 or DG10 instead.

Frequently Asked

PSC DG11 questions, answered.

What does PSC DG11 cover?

Telecom access and usage billing: satellite communications access, internet service, cellular plans, landline and telephone service, 800-number service, and transport for data and voice circuits.

What NAICS codes win DG11 work?

Telecommunications Resellers (517310) at $690 million, Wired Telecommunications Carriers (517110) at $429 million, and Satellite Telecommunications (517410) at $415 million lead, with 517111 adding another $167 million under the newer wired carrier code.

Why do two NAICS codes have the same name here?

The 2022 NAICS revision recoded Wired Telecommunications Carriers from 517110 to 517111. Federal award data carries both because obligations continue against awards written under each vintage.

Is a managed network contract DG11 or DG10?

DG10 is network delivered as a managed service, including software-defined networking and cloud network management. DG11 is access and usage: the circuit, the plan, and the bill.
