PSC D318 covered integrated hardware, software, and services solutions where services made up the predominant share of contract value. It is a legacy code: the October 2020 restructure end-dated the D3xx series and replaced it with the DA through DK towers. D318 nonetheless recorded $1.09 billion in FY2025, entirely from activity against awards written before the change.
The concept the restructure deliberately removed
D318 existed to describe a bundle. The tower model was designed to stop that, by forcing the buying office to name the dominant function, applications or compute or network or end user, even when the deliverable is integrated. There is no modern equivalent to D318, which is the point: a bundled solution today must pick a tower or be split across several.
