Challenge Overview
The Defense Logistics Agency (DLA) requires improved technology solutions for managing cold-chain transloading operations in the Pacific theater. Perishable goods supporting both military operations and humanitarian assistance require uninterrupted temperature control across multi-modal transfers (ship-to-truck, truck-to-aircraft, etc.).
Key Problem Areas
- Temperature excursion detection: Real-time alerts when cargo exits acceptable range during transfer
- Chain of custody documentation: Automated, tamper-evident logging for perishable cargo
- Port and airfield compatibility: Solutions that work across Pacific island facilities with limited infrastructure
- Last-mile visibility: Tracking cargo from regional DLA distribution centers to forward operating locations
Technical Requirements
- IoT sensors with 72-hour battery life minimum under continuous logging
- Satellite connectivity for locations without cellular coverage
- Integration with DLA's Enterprise Business System (EBS/SAP)
- Operate in 85–100% humidity and 95°F ambient temperature environments
Existing Systems
DLA currently uses a mix of manual paper logs and commercial GPS trackers. Proposed solutions must offer a migration path from existing processes without full-system replacement in year one.
