How to Create Topics
Instructions for government administrators to create and publish topic solicitations on Outrider to surface relevant technology providers.
Overview
Government agencies and authorized partners can create Topics — structured technology challenges — that appear in the Explore Topics section. This guide covers the creation process.
Step 1: Access Topic Management
From your agency dashboard, navigate to Topics > Create New Topic. You must have Agency Admin or Program Manager permissions to create topics.
Step 2: Fill in the Topic Details
Complete all required fields:
- Title: A clear, concise name for the technology challenge
- Description: Detailed explanation of the problem and desired solution
- Category: Select one or more technology domains
- TRL/MRL Requirements: Set minimum readiness levels expected from applicants
- Application URL: Where companies should submit formal proposals
Step 3: Set Visibility and Deadline
Choose whether the topic is publicly visible or restricted to pre-qualified vendors. Set an application deadline and any evaluation milestones.
Step 4: Review and Publish
Preview the topic as it will appear to industry partners. Once satisfied, click Publish Topic. The topic will appear in Explore Topics within minutes.
Step 5: Manage Incoming Applications
Review applications from the Topic Dashboard. You can sort by match score, readiness level, and certification status.
