Challenge Overview

Vehicle queues at installation access control points (ACPs) create security vulnerabilities and operational inefficiencies. OSD seeks technology solutions that accelerate throughput without compromising identity verification, vehicle inspection, or threat screening requirements.

Priority Technology Areas

  • Pre-enrollment screening: Mobile or web-based credential pre-verification to reduce lane processing time
  • Automated license plate recognition: Real-time cross-reference against DoD databases with <1 second latency
  • Biometric identification: Contactless fingerprint, iris, or facial recognition at vehicle speed
  • Predictive traffic modeling: AI-based ACP staffing recommendations based on historical patterns and scheduled events
  • Under-vehicle inspection: Automated threat detection to reduce manual inspection time

Compliance Requirements

All identity systems must comply with HSPD-12 and be compatible with Common Access Card (CAC) infrastructure. Data handling must meet DoD Privacy Act requirements.

Pilot Opportunity

OSD is prepared to fund a 6-month pilot at two installations. Selected vendors will receive a Phase I contract not to exceed $150,000 with option for Phase II production pilot.
