Challenge Overview
The Naval Surface Warfare Center (NSWC) is seeking technology companies with novel approaches to countering infrared (IR) guided anti-ship missiles. As adversaries continue to field advanced IR seekers, existing decoy and jamming systems require augmentation with next-generation solutions.
Technical Requirements
Proposed solutions should address one or more of the following:
- Active or passive countermeasures against modern focal plane array (FPA) IR seekers
- Directed energy approaches for missile defeat
- Spectral deception technologies that defeat multi-band seekers
- Autonomous threat classification and response systems
Readiness Level Expectations
NSWC is particularly interested in solutions at TRL 4–6, where laboratory proof-of-concept has been demonstrated and relevant environment testing has begun. However, innovative early-stage concepts at TRL 2–3 will also be considered for rapid prototyping pathways.

- Cost and timeline to TRL 7 demonstration
- Team qualifications and past performance
