Challenge Overview
Naval Facilities Engineering Systems Command (NAVFAC) is seeking innovative solutions to protect critical infrastructure at naval bases. This includes power systems, water treatment, communications networks, and access control systems against both physical intrusion and cyber attack.
Priority Problem Areas
- Anomaly detection: AI/ML-based monitoring of infrastructure health and attack indicators
- Resilient communications: Redundant, low-latency command and control under contested conditions
- Physical security: Autonomous perimeter monitoring and intrusion detection
- Cyber-physical convergence: Unified visibility across IT and OT networks
Integration Requirements
Solutions must be compatible with legacy SCADA and ICS environments common in naval installations. Preference given to vendor-agnostic solutions that can be deployed without full system replacement.
Evaluation Criteria
- Operational effectiveness in high-threat environments
- Ease of integration with existing NAVFAC systems
- Lifecycle cost and maintenance burden
- Compliance with NIST and DoD cybersecurity frameworks
